Look at the project description itself and try to scope out the one who posted it. This way, we can eliminate those who are obviously looking for bottom feeders rather than quality.

		<description>I am signed up for elance but have only been signed up for a couple of months. The projects that I have bid on have gone to freelancers bidding ridiculously low. I won&#039;t count it out completely seeing that there are people who have been successful there, but for the amount of time that I have spent there to be outbid by someone willing to work for pennies, I feel like my time can be better spent elsewhere making money that I can live off of.</description>
